BRIDGEPORT — Two women carrying a white powder that police believe was salt sparked a hazardous-material emergency at Police Headquarters on Congress Street Thursday afternoon. No one was injured, but 14 people — civilian detention officers, police officers and six prisoners — had to take showers in the Fire Department's decontamination trailer and their clothing was bagged.
